Environmental Enforcement Team

The Enforcement Team consists of the Enforcement Manager and Enforcement Officers working in the Community Safety Unit in partnership with the Parks Ranger Service and multi-agency partners.

They investigate criminal offences of fly tipping, graffiti, fly posting, illegal encampments and nuisance motor vehicles.

Our mobile CCTV unit


A mobile CCTV unit regularly patrols the Borough to provide re-assurance and deter offences from taking place.

They use the latest camera technology in identified areas of fly tipping to obtain evidence of these offences.


Fly Tipping

Fly tipping is the practice of dumping rubbish in quiet lanes, parking areas and even busy streets, rather than disposing of it correctly at Civic Amenity (CA) or landfill sites.

Under the Environmental Protection Act 1990, fly tipping is an arrestable offence, punishable by up to 5 years imprisonment or a £50,000 fine.

The Council are working hard to stamp out this practice.

If you witness fly tipping do not attempt to tackle the offender yourself but telephone Police.


Try to obtain:

  • A good description of person involved
  • Registration number of vehicle concerned
  • Make and model of vehicle

Dumped rubbish should also be reported to the Council during office hours, and if requiring urgent attention, via our out of hours service, at evenings and weekends.

The Council can only remove rubbish from public land. Rubbish dumped on private land is the responsibility of the landowner.
