What is a decent home?

In basic terms a decent home is warm, weatherproof with reasonably modern facilities. This means that all properties should have adequate kitchen and bathroom, the walls, roofs, doors and windows should be in a good state of repair, and the property should have good insulation and an adequate heating system. The Government has set all local authorities a target of 2010 to ensure all their properties are decent homes.

Why is my property being surveyed again?

The Council needs to look at your property to ascertain if any works are required in order to make your home a decent home, to current standards.

How long will the survey take?

The survey should last no longer than 30-60 minutes.

Do I have to have the survey done?

You can refuse to have the survey done but this may mean that you will not be included in future works programmes.

Does this mean I will get a new kitchen and bathroom?

No, not necessarily. If your kitchen or bathroom already meets the decent homes standard it will not be replaced.

If work is identified do I have to have it done?

No. You are entitled to refuse any works but will be asked to sign a disclaimer to say why you do not want the works to go ahead. However, we would encourage all of our residents to have the work done as it could be a long time before we give you the opportunity again. We will also enforce the works if we think there is a health and safety issue that may pose danger to the residents.

Is every property in Dartford having work done?

No. Only properties that currently fail the decent homes standard will have work done.

Will there be a street by street programme of improvement works?

No. Only properties that currently fail the decent homes standard will have work done.

I am in rent arrears. Does this mean that I will not be able to benefit from the works?

Not necessarily. At the least, the Council will expect you to discuss your rent arrears with us and agree a repayment plan or clear your arrears before any works are considered.

What happens after the 2010 decent homes target is met?

After 2010 the Council has a duty to maintain the decent homes standard and therefore will continue with improvement works programmes

How can I help the Council in the process?

The Council will contact you over the coming months asking for you to give us access to your home. When you receive a letter please call us as soon as you can to arrange an appointment. The survey will take no longer than 60 minutes and you will benefit from any works that are required
