THE HORSE & GROOM PUBLIC HOUSE - OUTCOME OF HEARING HELD 1 MARCH 2006

The Licensing Sub-Committee returned the following decision:

Hours:

Monday to Thursday 10am until 11pm with an additional 30 minutes drinking up time.
Friday and Saturday 10am until 11-30pm with an additional 30 minutes drinking up time.
Sundays 10am until 11pm with an additional 30 minutes drinking up time.
Late Night Refreshment (supply of hot food or drink after 11pm) is permitted but must cease at the end of trading hours.

Additional Conditions Imposed by Sub-Committee with regard to the Prevention of Public Nuisance:

  1. All forms of entertainment including live and/or amplified music will cease 30 minutes before the end of trading hours.
  2. No live or amplified music is to be played outside the building.
  3. All external doors and windows must be kept closed, other than for access and egress, in all rooms when events involving amplified music or speech are taking place to the satisfaction of Environmental Health.
  4. All equipment to be packed away before the terminal hour.
  5. All requests for extensions beyond the trading hours must be the subject of a Temporary Events Notice.
  6. The garden area is to be closed to all patrons at 22-00 hours in the interest of Public Nuisance.
  7. In the interest of child protection, no children will be allowed in any part of the premises after 21-00 hours.
  8. Staff must be given adequate training to prevent them causing unnecessary noise when leaving the premises and prominent, clear notices must be displayed at all points where staff and patrons leave the building that instruct them to respect the needs of local residents and leave the premises and the area quietly.

Additional Conditions Imposed by Sub-Committee with regard to the Prevention of Crime and Disorder:

  1. No admission or readmission is permitted into the premises after 23-00
  2. An anti-drugs policy is to be entered into with Kent Police.
  3. CCTV will be installed and working to the satisfaction of the Police and the Licensing Authority, with recordings maintained for at least a month. If the equipment fails, the Police and Licensing Authority must be informed as soon as possible and immediate steps taken to put the equipment back into service.
  4. No irresponsible drink related promotions will be allowed.
  5. A personal licence holder is to be present at all times when alcohol is being served and/or when regulated entertainment is being provided.
  6. All alcohol is to be served in toughened or plastic glasses and they are not to be removed from the licensed area.
  7. All glasses are to be removed by staff as soon as possible after they are found to be empty or finished.
  8. New Years Eve events are to be ticketed with tickets sold in advance and at least two Door Supervisors are to be employed to stop entry of non-ticket holders.
