Community Infrastructure Levy (CIL)
What is the Community Infrastructure Levy?
The Community Infrastructure Levy (CIL) is a new charge that will allow Dartford Council to raise and pool contributions from developers to fund a wide range of infrastructure. It will help to pay for things such as schools, health facilities and transport improvements - all things that are necessary to support new development.
Local authorities who wish to charge the levy must produce a draft charging schedule setting out CIL rates for their area, set out as pounds (£) per square metre. Dartford's CIL proposes different rates according to location and type of development.

Dartford's Preliminary CIL Schedule is based on viability evidence, contained in the CIL Economic Viability Assessment
In setting the initial rate, the Council took into account the costs of providing the infrastructure to support new development. See Dartford's Infrastructure Delivery Plan.
The CIL Schedule and supporting documents are also available for inspection throughout the consultation period at the following locations:
- Civic Centre, Home Gardens, Dartford, 8.45AM-5.15PM Monday to Thursday and 8.45AM-4.45PM on Friday.
- Dartford Library, Central Park, Dartford, 8.30AM to 6:00PM Monday to Wednesday and Friday, Thursday 8:30AM to 8:00PM and 9:00AM to 5:00PM Saturday

You can tell us what you think about the Preliminary Schedule by:
- completing the on-line Response Form
- emailing your completed Response Form to LDF@dartford.gov.uk
- Posting your completed response form to Planning Policy Team, Dartford Borough Council, Civic Centre, Home Gardens, Dartford, Kent DA1 1DR.
Representations must be received by Monday, 21 May 2012

What happens next?
The Draft CIL charging schedule has to be presented for public consultation at least twice before being submitted to an independent examiner and finally being adopted by the Council. The key stages in the Council's timetable are as follows:
April/May 2012: Consultation on Preliminary Draft Charging Schedule
July/August 2012: Consultation on Draft Charging Schedule
September/October 2012: Submission of Draft Charging Schedule to independent examiner
November/December 2012: CIL Examination
Early 2013: subject to a successful examination, Dartford Council can adopt and apply the CIL charge.
