Rights to park outside your house

Theoretically, any vehicle parked on the highway (other than in a designated parking place) could be considered to be causing an obstruction.

Unmanaged kerb-space generally results in unpleasant conflicts between highway users leading to ad-hoc requests for yellow lines and residents permit parking bays. The provision of permit parking bays is often requested at no charge to residents because of Council Tax and Road Tax payments.

Dartford Borough Council income comprises several elements of which Council Tax is approximately 40%. A large proportion of the Council Tax goes to Kent County Council to pay for countywide services such as schools, libraries, social services and the fire service.

Money received via Council Tax also helps to finance refuse collection and the police authority. For residents living in Swanscombe and Greenhithe or parished areas of the borough, an element of Council Tax goes to pay for the services that town or parish councils provide.

Vehicle Excise Duty (Road Tax) is not hypothecated; instead and along with fuel duty, it helps to fund a huge array of government expenditure including healthcare, education and transport services.

These brief explanations illustrate that Council Tax and Vehicle Excise Duty payments do not provide funds for storing private vehicles on public land, as a solution to a storage capacity shortage on a resident’s property.
